Currently, inspire-next seems to be impossible to install locally using poetry. @michamos ran into the problem with virtualenv explained in https://cern-rcs-sis.zulipchat.com/#narrow/stream/310485-inspire/topic/python.202.20virtualenv.20creation.20fails/near/417200738, @PascalEgn ran into TLS-related problems he couldn't solve. We need to make sure we can continue to make changes to inspire-next. This currently blocks the deployment of insirehep/inspire-json-merge.
