Connect action buttons in new holdingpen author page

Connect below action and decision buttons to corresponding endpoints:

• /api/workflows/authors/resolve receives:

• /api/workflows/authors/restart receives:

  "restart_current_task" : true # if not specified defaults to false
  "params" : {dictionary with new params} # this was requested in user action buts its not yet specified waht this params are, if not specified, a full restart is done

@michamos for resolving workflow (accept/reject action), when should the ticket be created? Always, or in some cases? How should we handle that?
