Remove hepcrawl dependency from inspirehep

Duo to some incompatibility with the hepcrawl package and python >=3.10, we need to remove the dependency for upgrading the python version (this is duo some changes in the collections package introduced in python 3.10 that are not compatible with the scrapy version needed in hepcrawl).

1. Move ArxivParser and CrossrefParser into inspire-utils repo
2. Replace hepcrawl parsers imports with inspire-utils implementation
3. Fully Remove the hepcrawl dependency from Inspirehep
