Taking the liberty here to update to Julia 1.10 per discussion with @vchuravy.
LAMMPS uses Int32's, so BLAS needs to be LP64 compatible. This defaults to using OpenBLAS32_jll if such a library is not available at runtime. This is the same code as https://github.com/jump-dev/Ipopt.jl/blob/ffa138dea93d994442b3aa3824688a70c598bacf/src/Ipopt.jl#L15-L17
