Tech group brainstorming idea from CESSDA Spring Sprint.

Provide comprehensive documentation on how to get into CDC. Needs to cover both the policy and tech matters.

Documentation provided on tech matters but policy probably isn’t? Now only mentions CESSDA Service Providers as potential providers.
