Add a feature to the app that allows users to mark problem areas or areas that should be a priority to clearing snow.
Use Case 1:
To get to the CTA station, Quaxlerod must pass by a corner house. The owner of the house never shovels snow. Using the app, Quaxlerod marks the area as a problem area. The alderman's office then contacts the owner to see if they need help shoveling snow. Seeing that's the case, the alderman claims the corner sidewalk and sends a snow corps person to clean it.
Use Case 2:
The intersection where Hambone works is always covered with snow after a weekend. The intersection also has a bus stop, making that particular intersection a hazard for everyone trying to get to work. Through the app, the area is marked as a priority area that should get cleared out first.
Use Case 3:
Carl signs up to use Adopt-A-Shovels only to discover that he can't select the sidewalk in front of his home. Through the app, he indicates that the sidewalk data is wrong. The city is alerted to the problem and corrects it. Once it's corrected, the app lets Carl know he can now claim his sidewalk.
