Related to cfpb/sbl-frontend#1047

Changes

  • [Dockerfile-nodejs] Update base image to Node v22.11

Next steps

  • Push new image to GCR
  • Rebuild SBL Frontend with the new ghcr.io/cfpb/regtech/sbl/node-js-alpine:3.20 image
  • Build and run SBL Frontend container locally and verify via E2E tests
