inconsistent replay of Elspeth campaign

Describe the bug
The Nuln Gunnery School‘s upgrade of extra rockets for the helstorm rocket battery in Elspeth campaign does not apply to those units in game replays. So all Elspeth campaign replays with upgraded helstorm rockets are always inconsistent and produce different results even if there are no updates in the game or mods.
Expected behavior
The Elspeth campaign's replays with no updates in mods or the game should produce consistent results
To Reproduce
Steps to reproduce the behavior:

1. Play as Elspeth
2. use upgraded helstorm rockets in the battle
3. save the battle replay
4. Experience bug when watching the replay
