chore(release): bump version of slurmutils to 0.9.0 #36

This release of slurmutils adds the acctgatherconfig editor for managing acct_gather.conf files. This file is necessary for configuring profiling for Slurm, especially if you are not using Prometheus/Mimir, or you want to collect various metrics directly from Slurm.

We also need to support managing acct_gather.conf in the Slurm charms if we want to be able to enable commands such as sstat: charmed-hpc/slurm-charms#18

… consistency

Module names don't use `_` in the name currently.
