npm install fails with "Invalid 'reference' directive syntax"

To reproduce:

git clone https://github.com/charto/cxsd.git
npm install

I get the error:

I used nvm and went back to node version 12.22.12 and it worked, I don't know the exact version to work but this one did, as I'm with nvm I went back to the version just to use the lib.

To complement this, I had local "xsd" files so I followed this instruction to be able to deal with them
