RIPA report mentions the Veil of Darkness methodology. The used the Naval Observatory database for civil twilight hours. A simple table with true/false for whether a stop happened in civil twilight hours could be sufficient.

Hours vary by location so a separate analysis must take place to determine corresponding time frames.
