Something like a sidebar with hints:

Comment on unclear things
Reply to others comments
Add a review status - Accepted or Requires changes
As an escape hatch, you've been tagged in the wrong PR, for example - use the 'bury' function

A toggle-able overlay of hints might be a good idea.
