determine feature set for MVP

Think through, as detailed as possible, exactly what features we'd like the front end of the site to have. e.g.

• What does the user see when they first visit the site?

• How can they interact with the site?

These questions should then be broken down into as exact steps as possible, i.e:

• User can view data for different years vis a timeline slider, changing the year displays data on the map and associated graphs for that year

In general, I'd recommend we brainstorm as many of these features as we can and from that list narrow down to the minimum required for an initial version of the site.
