Consider options for larger community search

You might be interested in how g0v.tw has tried to make their huge mass of work indexed.

they index from:

• the whole https://g0v.hackpad.tw domain
• all projects via g0v.json files: https://github.com/search?l=&q=filename%3Ag0v.json&ref=advsearch&type=Code&utf8=%E2%9C%93
• chat logs
• github issues

And presumably they can keep extending that search to new sets of data. It's a really great a distributed search system. what's more, built the right way, we could extend it more generally between civic tech groups
