Add all GOOS EOVs to the asset map

Adding CIOOS support for all GOOS EOVs was recommended at the June EOV meeting and approved at the July 27th TC meeting, so support for these can be added to the asset map. Icons here:

The file filters_complete.json has all the new EOVs. Just need to update the icons, using the new uknown "?" icon in the meantime.
