Add alert message when clicking submit button

I've heard from a few data providers that they don't know what to expect or what they should do, if anything, after they click the submit button for a metadata record.

So it might make sense for a message to appear when a user clicks the submit button that shows a pop up alert telling them what to expect.

In the case of Hakai records, that would be:
"A GitHub issue has been created in the metadata review repository (https://github.com/HakaiInstitute/metadata-review/issues/). Someone from the data mobilization team will be automatically assigned to review it. And that we aim to process these in 2 weeks?"
