Issue description

Newly approved domains enter "DNS needed" status, but when we begin hosting DNS, domains will skip this status and enter "ready" or similar status. We need to map that status flow, making decisions about status names, meanings, and what triggers status changes.

Acceptance criteria

  • Name and define each status
  • Map the sequence of status changes, noting the criteria that triggers status changes
  • Plan workshops as needed with product and dev leads
  • Document the final flow in the google drive as a new tab in the DNS hosting summary doc

Additional context

Research existing docs or Miros that discuss domain statuses to inform this work.
