Adding support for handle/username for citing tweets, Instagram, and TikTok #432

Is your feature request related to a problem? Please describe.
Citations for Tweets, Instagram, TikTok, and other microblogging platforms for MLA and APA (and probably others) require the account's "handle" as part of the citation. I don't see any variables that can support a handle in CSL currently.

The styles require different handling of the handle - APA uses the handle in brackets after the name and MLA uses the handle and then the account name in parenthesis, so not something that can be hacked into the existing name variables.

Describe the solution you'd like
I would propose that the name variable's structure (where the given and family names are currently) support an additional field called "handle" which would be available to the name processing for each name. I've not developed styles, so I admit I'm not fully clear on what additional spec changes would be required to update the name handling to support this (such as name formatting and sort orders) to incorporate this.

Describe alternatives you've considered
None - the web and style guides have evolved to need a new piece of information not currently represented in CSL. In searching the existing issues, I hadn't found any requests related to this, nor have I found any work-arounds. If I've missed something, my apologies.

Additional context
While these microblogs had been of questionable value for academic writing in the past, I believe the increasing use of these for political discourse not found elsewhere now justifies supporting them.

For changes to the CSL RNC schemas, this should include links to citation style guides. It's better to include links to more than one style guide, and no more than five, for us to assess how widely needed this feature might be.

This is already implemented in the draft CSL 1.1
