Description of the bug

If you drag the overwatch panel to the far north of your screen, you can drag it far north to the point where it can't come down no matter how hard you try. You can't fix interface it, you can't quit, you can't reboot the computer, etc.

What's the difference with what should have happened?

Fix interfaces should have reset the position of the overwatch panel.

How do we reproduce this bug?

Step 1: Play CIC
Step 2: Hop on the overwatch computer.
Step 3: Drag your overwatch screen to the far north.
Step 4: Now it's permanently stuck there. You can't drag it out, fix interfaces doesn't work, and not even quitting helps.
