Recently a guide was posted on Steam that explains:
how to easily replace Project Zomboid's soundtrack with your own
The guide uses a tool called FMOD Bank Tool to modify vanilla sound banks. Unfortunately this is core modding and as such cannot be recommended by this guide. However it could still be mentioned as an existing way of editing sound files, even if just so that it can be discouraged.
The Storm project is working on implementing support for custom FMOD sound banks so it would be wise to wait until that has been implemented before working on this issue. Importing your sounds via custom sound banks will be the proper way of importing custom sound effects and soundtracks.
