Given the longevity of LTS 22, I feel it would be good to update to a newer stack version.
Also needed to fix the snapshots.json URL and support newer ghc-9.10 Cabal.

I checked that stack --resolver lts install stack-2.15.7 completed locally.

I attempted this for lts-22.29, but apparently failed and instead dropped stack ;-(
