Restore text-format? #3967

text-format is currently disabled due to GHC 8.4 issues according to a comment, but after haskell/text-format#21, version 0.3.2 is on Hackage that does build fine with Stackage LTS 12.9.

I searched the history for the previous maintainer of the Stackage listing to ping, but I could not find any.

Sorry for the delay in answering. If you want, you can ping the maintainer f the package on Hackage or you can become the maintainer on Stackage, or both

I've restored it under the "abandoned packages" section. Feel free to put it under your own name if you'd like.
