qm - ostree image cannot start qm service - /etc/localtime is readonly

We need further investigation why podman/quadlet cannot run the container in such scenario.

• Is it a regression?
• New bug?
• As soon we get the fix, revert the workaround qm.container: replace tz=local  #393
