Fixes #4191
Starting with o1-2024-12-17, the o1 and o3 models won't use markdown formatting by default: https://community.openai.com/t/o3-mini-api-markdown-formatting-issue-with-php-code/1113307
Instead, you need to include this "Formatting re-enabled" developer message to get the markdown formatting.
THIS IS UNTESTED
I don't have access to o1/o3 models for another 7 days lol If someone else wants to test this go for it, otherwise I'll test it in a week.
