There are a handful of half-hour timezones around the world (and even a couple of quarter or three-quarter ones). https://www.timeanddate.com/time/time-zones-interesting.html
This was supported in 1.5.x, but now 1.6.x forces you to use an integer value.
Please revert it to allow decimals again.
