Authoring v3 Plugins

I'm trying to write a custom operator for performing ASN lookups of the Remote / Client IP. Couple of questions I can't find answers to at the moment:

• How do I support configuring the plugin? I need to configure a path to a file before the operator can be used for example.
• How do you store the result of the operator's logic into a variable that can be used by later rules?
