Make a development backend

@mwytock0812 needs to make a development backend...and then it'd be nice to have some environment variables that allow us to on-the-fly use different endpoints for development and production queries.

In our development environment we need to make our requests point to localhost instead of the linode. This will allow us to have a true development version of both the frontend and backend at the same time.
