Update to latest Main repository version
ESP32 v3 core
It means the test is mainly false, then the config file is rewritten at each startup !

To avoid trouble with config file creation and option, it seems that
dhcpoption entry has to be created by default.Link to #38.
Include also a fix of a wrong logical test in
addOption: This error make the config.json file rewritten at each startup !(Found during working on #41)
