Rerun after failure, does not prompt

After a change is deployed, when you then do a re-deploy it will ask if you want to redeploy, if you choose to redeploy but your redeploy fails, it will not prompt you if you try to redeploy again.

Example:
Create change to add table
Deploy change
Re-deploy change, user prompted, choose 1
Re-deploy fails.
Re-deploy change, user not prompted
