Adjust pagination displaying on tables

Currently, we have different positions for paginations.

Desktop view:

• Solvers: Active solvers - both at the top and at the bottom
• Solvers: Settlements - both at the top and at the bottom
• Single Solver page - both at the top and at the bottom
• User details page - at the top
• Top tokens page - at the bottom

Mobile view:

• Solvers: Active solvers - at the bottom
• Solvers: Settlements - at the bottom
• Single Solver page - at the top
• User details page - at the top
• Top tokens page - at the bottom

I think, that pagination should have the same position across the app in tables. From my perspective, option to display it both at the top and at the bottom is the best one for desktop and mobile views
