Add/Edit User Password Required?

Older versions, e.g. v1.2.5, suppressed requirement for password when adding new users when $use_http_auth was true.

In the process of review v1.9.10 prior to potential upgrade, it seems to me that the password requirement is always enforced regardless of auth method.

Am I missing something?

Is this intentional or an oversight?
