Problem

Currently, the highlighted background appears only on the open page. Enhancing user experience could involve adding a hover background effect to other buttons. For instance, when hovering over the 'All Posts' or 'Open Knowledge' buttons, the highlighted background should follow the hover, eventually settling on the opened tab.

This would be blocked by the larger issue of there needing to be a consistent project to account for :hoveracross the system, which at current doesn't exist in a stable form.

This would be https://github.com/creativecommons/vocabulary/issues?q=state%3Aopen%20label%3A%22%F0%9F%9A%A7%20status%3A%20blocked%22 until that larger project is resolved.
