Map spotlight feature

With the addition of #437, we now have a significant number of maps within rotation (battle specifically).

We should be able to influence the rotation to prioritise certain maps, such as new releases or those that require testing. Therefore, the capability to have a flag or list of spotlighted maps which occur more often within the rotation is desired.
