This PR adds a tool for importing rois from file system. It supports the Digital Pathology Platform export format.

Example:

python tools/import_rois.py  --ome-host OME_HOST --ome-port OME_PORT --ome-user OME_USER  --ome-password
 OME_PASSWORD PATH
