The chan ban plugin just removes perms to read/send in a channel, but no formal message is kept aside from a report in the DB.

This is not easily parsed to see what channels a user is banned for with out very hard-coded string checking.
Keeping a collection of chan bans would make some things easier, like a chan ban lookup and aid in fixing #597
