v0.3.12 - Silly bug fix for missing file

This is a bug fix release caused by my haste and lack of care which resulted in a new file now being added to the reop.

Note: the following has been copied from the previous release
The requirement for a separate libcrispr library to be installed separately has been removed. The dependancies are now only Zlib and Xerces which can be installed through the package management system or may already be available on the system. Furthermore crisprtools has been added into the main crass repository and will now be built with it. The documentation for crisprtools is still separate to the crass repository but will be merged across in the near future.

Apart from installation changes this release is identical to v0.3.10, if you have that version installed successfully then there should be no reason to change versions.
