Feature Request: Semi-sticky non-pruning threads

The idea is to make a thread immune from pruning but not pinned to the top of the board. Suggested name "anchor thread". Such threads would sink to the bottom of page 15 if not active and remain there unless bumped. Seems useful for meta-discussion and topic-containment threads.
