Set Citation should not call fileobject

set_citations calls the OAI client to pull file names. This is less than ideal as CL causes it to be rendered on page refresh, leading to a bunch of unecessary calls. I'd like to swap this out to use our FileHandler, currently in my file uploads fork: https://github.com/dahifi/chainlit-template/pull/1
