Binaries are now available in LightGBM

I'm one of the maintainers of LightGBM, focused on the R package. I found this project via tidymodels/parsnip#117 (comment).

I wanted to let you know that we just started publishing binaries for LightGBM's R package!

I'd like to encourage you to try using these. If you run into any issues with these or other components of LightGBM, or if you have ideas for improvements, I encourage you to open an issues in LightGBM and we'll be happy to help.

Thanks very much @dfalbel ! I will borrow heavily from that when I automate this in LightGBM (microsoft/LightGBM#3283) and will be sure to credit you and @Athospd in the release notes.

If you have other ideas for how LightGBM's R package could be improved, please do open issues!
