Baseband modification

I am interested in making some modifications to the way the baseband firmware works to expose some functionalities would it be possible with this to modify the code and re flash the modems?

I think you'll have better chance of modifying the baseband with one of these qcom dongles(https://hackaday.com/2022/08/03/hackable-20-modem-combines-lte-and-pi-zero-w2-power/), they don't secureboot and there are more info/leaked sources available about them on the internet.
