The end user asked us to look into an alternative to pulling images from docker hub or quay.io so our software can be deployed on an air gapped system with ease. I inquired about support for archiving Singularity images on the Snakemake bitbucket https://bitbucket.org/snakemake/snakemake/issues/771/singularity-support-for-archive.
