Artifact Release to Maven Central

Hi @swarnaHub @harrysethi, great to see that openie is still being developed.
I recently built openie functionality into Apache Any23 via the openie module which is available as a Maven artifact.
This was only possible due to openie artifacts being available via bintray.
Is there a plan to make incremental openie releases for this new branch? It would be great to see development continue.

@lewismc Thanks for taking this up. We were unable to do this because of time constraints. I will take a look at the pull request and get back to you. I'll also update the license in some time.

Any progress? Since bintray was closed, the aforementioned workaround may no longer be available.
