params.pp is a depreciated practice... this issue is to track conversion to in module data like talked about at https://puppet.com/docs/puppet/5.0/hiera_migrate_modules.html

I believe this is fixed in this PR:

puppetlabs-toy-chest#6

...since there is no longer a params.pp. Please correct me if I'm wrong!
