Drag to create a new group

There should be a drop zone under the list of employment outcome display groups that is able to receive a drop of a dragged item. When it receives the drop, it should create a new group with a temporary name "another group" and a color chosen at random from an acceptable list. It should add the new group to the end of the list, directly above it.

After the drop zone creates a new group, it should trigger a chart update.
