Problem description

Original issue: ufal/clarin-dspace#1055 (comment)

Here are two problems:

The user is not redirected into License Agreement page.
The user cannot click to button for downloading, because the CLRUA table is not filled by the migration pump. Migration pump update is here: Py/groups and user metadata dspace-import#34

TO DO: Create integration test for this case
