filter amount tag no ignore

When testing the OAI format ELG, some of the items have mismatched tag values due to inconsistencies in the asset store on dev-5. For now, each of these items is being ignored. Create a new list with the handles of these items, for which we know that a fake bitstream was used during import. If necessary, filter out the incorrect tag, rather than ignoring the entire item.
