Currently the fallout tests matching this pattern zdmproxy-benchmark-nb-vs-noproxy-astra-target is hard-coded to use AWS us-west-2 region. However, this is not supported in Astra dev environment and will cause provision failure.

We need to add a parameter to allow specifying AWS region, and default this parameter to us-east-1 so that it can work with both Prod and Dev tokens.
