Implement ckan to ckan harvesting (requires same metadata schema to be used on both ends, depends on #4)

• CSW server runs as docker container on localhost:8086
• Test WMS successfully harvested into CSW

Next steps:

• Pending new subdomains, publish CSW localhost:8086 to csw.data.wa.gov.au
• Register csw.data.wa.gov.au's GetCapabilities statement
• Run ckan harvester job
