Tcp Connect timeout

I have an issue with the installer of the cios where whenever i try to install something, it returns on the first try at "getting tmd.4123, "tcp connect timeout" and then any other time i try to do it it returns at the same place, "net_gethostbyname failed: -6" I am no technician but does this mean that the servers are clogged or is my internet really bad?
