Issue Coverage Matrix Flexibility Revamp

TODO: Make sure that the last row in the table is always displaying the total sums of all issues coverage scores of that issue. This requires a set page size.

• Make sure that the correct stakeholder is removed upon deletion and that the sum row stays in place at the bottom of the table.
• Make the sum row noneditable
• Make the left two columns (Name and Description) permanent (not including action such as delete and edit) when scrolling the table to the right.
